Proposal: PIP-74: Discontinuing the Gas Refund Program

Rationale: As we stated during the debate, we support this proposal because the Gas Refund Program was useful when gas fees were high and incentivizing protocol usage in this way made sense. Today, however, gas costs on Ethereum are much lower, and on Base and Optimism they are nearly negligible. The average refund per user is minimal, and the operational effort now outweighs the benefits. Under these conditions, the program no longer serves a meaningful purpose, which is why we support its discontinuation.
