Proposal: PIP-61: Increase Quorum Threshold

Rationale: As we mentioned in the proposal thread, we support this initiative, as we believe it’s necessary to increase the quorum since the current threshold is too low given the DAO’s current state.
We think it’s reasonable to raise it to 6% of the supply (90M PSP) in this first phase and then re-evaluate the situation in the near future, considering the changes the DAO is going through. This approach strikes a appropriate balance between mitigating governance risks and avoiding decision-making paralysis.
