Express Proposals for the rewards distribution and gas refund for Epoch 35 – Two-day voting

We inform the community that, following @WakeUpLabs’s communication regarding the reasons behind the delay in distributing the rewards and gas refund for the current epoch 35, a situation already being resolved, and given that this delay affected stakers and users receiving their rewards and gas refund, the mechanism to launch Express Proposals has been activated to restore the situation and speed up the distribution process.

According to the Express Proposal Framework, approved under PSP-IPΔ22: PSP 2.0, this mechanism may be triggered in cases like the current one to address issues in the staking and ParaBoost systems:

Scope: Time-sensitive system improvements/fixes (egg: a bug found on the system that impacts ParaBoost or staking)
Actions: 24h-48h vote time. If the issue is discovered 24h before the fee distribution time, the Tier-1 process applies.

Accordingly, we have activated the framework to handle the Express Proposals approved in PIP-66, with @WakeUpLabs and @SEEDGov approval and @Laita support in the implementation of the Express Proposals to distribute the rewards and gas refund for this epoch, reaching the required approval threshold of two of the four of the existing service providers:

Express Proposals will have to be approved by either two of the existing service providers (as of the time of writing, Mimic, Laita Labs, WakeUp Labs, SEEDGov) or by 3 of the top 5 delegates.

As a result, these proposals will be submitted on Snapshot on an exceptional basis during this Epoch 35, with a shortened two-day voting period.
