However , the current proposal follows neither the established PIP format, and as such cannot enter the frozen period either ( PIP-57 - PIP Lifecycle Improvements ). As it stands , the current format only makes the proposal count as research.
With regards to the voting times, while I appreciate the predictability, I have to disagree with introducing this as a strict rule simply because it would essentially extend many proposals in an unintuitive manner. This is something we saw proposed before in the prior iteration of the governance framework ( PSP-IPĪ33 : Governance framework and parameters adjustments ) with introducing Tuesday as a vote date, and it simply introduced governance friction.
In a way, the proposal could extend de-facto many voting times to a minimum of 13 days. Currently, there is a minimum 7 calendar day discussion period. However, if someone were to post their proposal for the first time on a Friday, this would essentially extend the minimum debate period for another week. This could especially be frustrating for users new to governance, as it would limit accessibility for the DAO.
Because of this, I think an informal agreement among delegates would be sufficient to accomplish the goals established here.
Regarding the holiday break, I think this is a good idea, but would not push a proposal for just a one week break a year personally, especially when forum activity will naturally go down on this period. Perhaps it could be included in a future proposal, or amended into PIP-XX - Deprecation of the Governance Committee ?
